Good Morning!
I hope everyone is staying warm this week after the recent arctic blast of cold and snow moved through the Dakotas. Today is SD legislative day 27, also known as “Crossover Day,” or the final day to pass bills or resolutions by the house in which they originated. The House must kill or pass their bills and pass them over to the Senate and vise versa. If you have been following along, our bill tracking list has shrunk considerably over the past two weeks. Last week, a 76-page amendment was passed and added to SB 208: an act to revise the Uniform Unclaimed Property Act, which would have affected credit unions and other financial institutions. However, that bill was tabled, effectively killing it for 2022, by the prime sponsor due to the fact it was introduced so late this session and included a large number of changes. What once was a 13-bill list, has been whittled down to just three: HB 1271: Provides for remote work for employees of money lending licensees and mortgage lender businesses. We are supportive of this legislation. We will continue to monitor this bill as it now moves over to the Senate. HB 1115: Allows succession to real property by an affidavit. Similar to the prior bill, we are supportive of this legislation and will continue to monitor this bill as it now moves over to the Senate. HB 1289: Updates provisions regarding self-service storage. We shifted from opposition to neutral, after the prime sponsor was kind enough to amend the bill to preserve lienholder protections. This bill passed through the House yesterday 59-8 and now moves on to the Senate. The 2022 CUNA Government Affairs Conference (GAC) is now less than one week away! I’ll be jumping on a plane Saturday morning to arrive in D.C. ahead of the official start of the conference to take part in some CUNA and AACUL committee and subcommittee meetings. While some conference events do start Sunday afternoon, the real fun begins Monday morning! Be sure to keep an eye on The Memo and your email next week so you don’t miss out on any of the 2022 CUNA GAC related events and excitement. Just because you’re not able to join us in-person in Washington D.C. this year doesn’t mean you can’t take part in some of the fun surrounding the event.
